Below is the portion of a resolution adopted by the Lower Paxton Twp. Board of Supervisors on June 2, 2009, that establishes a fee schedule for using the Conway Road leaf composting facility:

WHEREAS, the Pennsylvania Department of Environmental Protection has recommended that Lower Paxton Township establish a means to ensure the future financial viability of its compost facility, including the maintenance and replacement of equipment used at this facility to process leaf waste.

NOW THEREFORE, it is hereby resolved by the Board of Supervisors of Lower Paxton Township, Dauphin County, Pennsylvania, that an annual permit to transport and deliver leaf waste to the Township's compost facility shall be obtained by residents and landscape businesses as follows:
1. A permit that allows residents to transport and deposit leaf waste to the Township's compost facility shall be established and issued at the rate of twenty dollars ($20.00) per calendar year.
2. A permit that allows commercial landscape businesses to transport and deposit leaf waste to the Township's compost facility shall be established and issued at the rate of three hundred dollars ($300.00) per calendar year.
3. The permit fees set forth in items 1 and 2 above shall take effect on August 1, 2009, providing for service through to December 31, 2009, and shall be levied at ten dollars ($10.00) and one hundred fifty dollars ($150.00), respectively, for the remainder of the 2009 calendar year. Said permit fees shall be levied in their full amounts beginning January 1, 2010.
4. The permits set forth in items 1 and 2 above, shall allow the permittee to transport and deliver an unlimited amount of leaf waste to the compost facility during its hours of operation.
5. The permits set forth in items 1 and 2 above, shall allow the permittee to remove compost or wood chips, which are produced by the Public Works Department in the processing of leaf waste, in accordance with any restrictions established by the Health Officer.

BE IT FURTHER RESOLVED, that a one day permit to transport and deliver leaf waste to the Township's compost facility shall be obtained by residents and landscape businesses as follows:
1. A permit that allows residents to transport and deposit leaf waste to the Township's compost facility shall be established and issued at the rate of five dollars ($5.00) per one day delivery.
2. A permit that allows commercial landscape businesses to transport and deposit leaf waste to the Township's compost facility shall be established and issued at the rate of twenty-five ($25.00) per one day delivery.
3. The permits set forth in items 1 and 2 above, shall allow the permittee to deliver an unlimited amount of leaf waste to the compost facility during its hours of operation.
4. The permits set forth in items 1 and 2 above, shall allow the permittee to remove compost or wood chips, which are produced by the Public Works Department in the processing of leaf waste, in accordance with any restrictions established by the Health Officer.
